Job Description

At Omni Underground, we’re looking for a sharp, self-driven  Construction Estimator who specializes in identifying and pursuing work in the dry utilities space—specifically  Horizontal Directional Drilling (HDD)and  Open Trench excavation . This role is about more than crunching numbers—it’s about  proactively finding the right jobs , qualifying opportunities, and  strategically building a backlog of work that aligns with our crews and capabilities.

You’ll be the engine behind our pre-construction pipeline—pulling in viable leads from platforms like  Central California Builders Exchange, PlanetBids, Caltrans, and local municipalities , and producing clean, competitive bids that help us win.

Compensation:

$82,000 - $100,000 yearly

Responsibilities:
  • Proactively search and filter bid opportunities from platforms such as CCBE, PlanetBids, Caltrans, SAM.gov, and others.
  • Screen and qualify projects focused on:
  • Dry utility trenching (conduit, fiber, electrical)
  • Horizontal Directional Drilling (HDD)
  • Potholing, vault/HH installation, rodent barrier
  • Small-scale wet utility scopes that fit our profile
  • Track RFP release dates, bid deadlines, and key submission requirements.
  • Maintain a rolling list of active and upcoming jobs, organized by fit and priority.

Estimating & Bid Development

  • Review bid documents, specs, addendums, and plan sets thoroughly.
  • Perform detailed quantity takeoffs and build accurate estimates based on current production rates and crew capabilities.
  • Collaborate with Ops Manager and Superintendent to validate feasibility and production timelines.
  • Request and review vendor/subcontractor quotes as needed (e.g., asphalt, concrete, traffic control).
  • Populate and submit complete bid packages, including scope clarifications and compliance documents.
  • Support post-bid reviews, clarifications, and negotiations with clients.

Internal Communication & Handoff

  • Document key job details and provide clean handoff packages to operations upon award.
  • Work with the project coordinator and operations to align resources, production timelines, and material needs.
  • Track win/loss trends and provide feedback on competitiveness and pricing strategies.
Qualifications:

Required:

  • 3+ years of experience in construction estimating, preferably with underground utility projects.
  • Solid understanding of  HDD, trenching, dry utility installation , and general construction practices.
  • Experience reviewing plans/specs, performing quantity takeoffs, and preparing estimates.
  • Familiar with local and state bid platforms (CCBE, PlanetBids, Caltrans, etc.)
  • Proficiency with estimating software (Excel, Bluebeam, or preferred bid tools).
  • Strong communication, organization, and follow-through.

Preferred:

  • Experience working in or closely with field operations (superintendent, foreman, etc.)
  • Working knowledge of  prevailing wage unit pricing , and  public works bidding requirements .
  • Established local vendor and subcontractor relationships in the Central Valley.
